The Port of New Orleans was established as a government entity in 1896 when the Louisiana Legislature created the Board of Commissioners of the Port of New Orleans. Charged with maintaining and overseeing the port and harbor of New Orleans, the Port of New Orleans governed the control and use of docks, wharves and warehouses as well as managed the rules related to the loading and unloading of cargo by the various companies utilizing the port.
